Caltrans Workers Struck, Injured, by Alleged Impaired Driver on I-280

Two employees of Caltrans were seriously injured when they were struck by a driver who was allegedly to be under the influence of a controlled substance Jan. 19 on Interstate 280 near Los Altos.Mark Balsi, of Alameda, and Loretta Garley, of San Jose, were struck as they were clearing vegetation on the side of the freeway, which runs down the center of the San Francisco Peninsula.
