Carnival Construction Not Always Guardrail Friendly; Changes Sought

Does it make sense to require portable amusement ride operators to erect guardrails when setting up equipment? In many cases, no, so Cal/OSHA is proposing to make changes that would relieve operators of this requirement and better protect workers.
