State Sen. Tom Torlakson's legislation to help prevent pipeline explosions like the November 2004 "pillar of fire" incident in Walnut Creek is amended in the California Assembly. Many of the changes harmonize SB 1359 with Cal/OSHA regulatory revisions in the pipeline.
