Contractors Assail P&P – as Underground Regulation

SACRAMENTO - Associated General Contractors of California (AGCC) is not happy with Policy & Procedure C-41, Cal-OSHA's marching orders for construction permits. On January 17 it sent a copy of C-41 to the Office of Administrative Law for review, asserting that although the policy is intended to be an internal operating document, it is "actually a regulation promulgated without benefit of public hearing or public comment by the regulated community."Why do you consider this an underground regulation?
