BURBANK - Proposition 65 does permit private rights of action against out of state manufacturers, the state Division of Occupational Safety and Health has concluded. The DOSH Legal Unit completed its review of issues concerning Prop. 65 and the Hazard Communication Standard and notified the parties last week.
