Under plan to be unveiled April 10, unit that inspects refineries, chemical plants and other industrial complexes would charge for safety inspections and compliance assistance. Compliance assistance would be aimed at small and medium facilities, which often don't have same resources as large operations. Cal-OSHA Reporter
