SAN FRANCISCO - Governor Pete Wilson has appointed John C. Duncan as chief deputy director of the Department of Industrial Relations. He succeeds Robert Stranberg, who retired early this year. Duncan has been deputy director for communications at DIR since 1991.Previously, he served in the Department of Defense in Washington, DC, during the Reagan administration.
