Fed-OSHA chief Charles Jeffress has appointed 28-year Fed-OSHA veteran Raymond Davis Layne deputy assistant secretary at the agency. Layne will have primary responsibilities for Fed-OSHA's enforcement program and compliance assistance activities conducted by field staff.
