LA MIRADA -- Gov. Gray Davis' proposal to create a Labor and Workforce Development Agency got a March 19 hearing before the Little Hoover Commission.The plan, which would combine the Department of Industrial Relations, the Employment Development Department, the Agricultural Labor Relations Board and the Workforce Investment Board, appears to have wide support.State Sen.
