California's Third District Court of Appeal has upheld the OSH Appeals Board in a five-year-old case that revolved around the definition of a "willful" violation.The appellant, electrical contractor Rick's Electric, had appealed a Decision After Reconsideration (DAR) that overturned an administrative law judge's (ALJ's) decision.
