Saying the company disagrees with Cal/OSHA's use of the term "willful" in connection with 10 citations totaling $700,000, Tosco Refining Co. may appeal last week's dramatic action by the agency.The Division of Occupational Safety and Health (DOSH) announced Aug. 3 it was charging the oil company with 33 violations of Title 8 safety regulations, including the 10 serious and willful violations. Total proposed penalties add up to $810,750 - the most ever sought by DOSH.
