REASONABLENESS OF PENALTIES. Appellant stipulated to 34 nonserious and one serious violation of Title 8 and appealed proposed civil penalties totaling $1715, contending they were unreasonable in the light of the cost of abatement. The Board, after finding Respondent utilized reasonable criteria and applied them in a reasonable manner in proposing the penalties, affirmed them.
