Penalties, Cumulative for the Same Violation---Excavations, General---Seatbelts. The Appeal was granted in part and denied in part for the alleged "serious" violation of, in two citations, a safety order requiring that no employer shall cause or permit employees to work in or near an excavation that would expose them to the dangers of moving ground (1540); and a third citation alleging the violation of a safety order requiring that seat belts shall be adequate for intended use and in good repair.
