Appellant, a sewer contractor, contested the existence of one serious and two nonserious violations alleged in two citations issued in May, 1974.

The Board granted the appeal to the extent that the total penalty of $825 was reduced to $500.

"On August 13, 1974, the Appeals Board found that the appeal...was not timely and good cause was not found to exist for extending the period * * *

"The single issue on appeal pertains to the appropriateness of the civil penalties.
