Willful Violation, Supported by Previous Conduct. The appeal was denied and an alleged serious/willful citation for improper shoring was affirmed along with the proposed penalty of $8,040.

The Board, on a review of the evidence found that Appellant's employees were exposed to the hazard of moving ground when they entered a nine foot deep excavation.
