Exposure to Hazard, Reasonable Inference, Not Sustained---Safety Belts, 1596[c] Requires Adequate Belts and Installation, Not Enforcement of Use. The appeal was granted and two citations, one alleging 16 nonserious violations and the other a nonserious repeat violation, were partially set aside and the $185 total proposed penalty vacated.
