Penalties, Hardship on Appellant. This appeal was granted and the proposed penalties totaling $1,090 were vacated. Appellant loaned his contractor's license to a third party to allow that party to submit a work bid. This was Appellant's sole connection with the alleged violation. Appellant had no right of control over the operation, equipment and/or the hiring of any personnel.
