Penalties, Appropriateness, Serious Violation. This appeal, contesting only the amount of the proposed penalty was denied. Appellant, installing a neon light sign, used a boom truck to hold the sign and its support while concrete was poured around the base. The Division said the boom was within four feet of a high voltage line and Appellant admitted a violation of 2946(b)(2).
