Crane, Definition. This appeal from the existence and abatement dates for three alleged nonserious violations was granted. The safety engineer observed operation of equipment at Appellant's job site which he testified he was told had a 12-ton capacity and which he believed was a crane as defined in 1504 subsection 23:

"A machine for lifting and lowering a load and moving it horizontally, in which the hoisting mechanism is an integral part of the machine. ."
