Citation, Delay in Issuance. The appeal was from an alleged serious violation of 1541(a). "Citation No. 2 was issued to appellant by the Division on December 24, 1974, sixty-two days after the inspection. Mr. Lash testified that during this period, he was engaged in assisting and appearing at hearings of other appeals pending before the Board on various occasions extending over a span of 4 or 5 weeks, and that he knew of no other facts which would serve to justify or explain the delay in the issuance of Citation No. 2."
