The Judge affirmed the violations appealed and affirmed the $200 proposed penalties:

The clear working space around an electrical panel was obstructed (2475(d)). Boxes were stacked on racks about 12 feet above the floor, in an irregular and haphazard manner creating a tipping hazard (3241(c)).
