Violation, Not Excused by Safety Program. This appeal was denied and the penalty of $85 proposed for the violation of 1670(a) was affirmed. Appellant's employees were observed in the process of installing a catwalk twenty feet above the ground. Safety belts were being worn but were not secured.
The safety engineer testified that he observed Appellant's employees "...leaning over the edge of the catwalk inserting the bolts in the holes. Safety belts were being worn by appellant's employees, but were not secured. * * *
