Repeat Violations, Penalty Assessment. Appellant received a prior citation for a nonserious violation of 4070(c) on April 1, 1974. The earlier citation was for the same equipment, two air compressors without V-belt guards. Three employees were exposed to the potential hazards. The $400 proposed penalty was affirmed as reasonable for this repeat nonserious violation.
