[1] Traffic Control, Inadequate---[2] Traffic Control, Section Adequately Clear to Advise Employer of Obligations. The nonserious violation of 1598(c), together with the proposed penalty of $110, was affirmed.

(1) Appellant admitted the inadequacy of the traffic control. "Cones and a flagman were used by appellant at the site, but these were wholly inadequate. The safety order calls for `suitable barricades.' Suitable barricades, under the circumstances found at the site, meant twelve cones, if cones were the form of barricade to be used
