Appellant's employees were forced to travel through a construction area littered with scrap lumber with protruding nails and other debris. Appellant's employees worked inside a building located at this site; there was no inspection as to conditions on the interior of the building. The debris present on the outside was believed to have resulted from work performed earlier by other contractors. This appeal was granted to the extent that the $105 penalty proposed for a violation of 1513 was vacate
