Loose Clothing Defined [3383[b] construed]. This appeal from an alleged serious violation of 3383(b), together with the $600 penalty proposed, was granted.

"The Division's allegation that the (windbreaker type) jacket being worn by the injured employee at the time of the accident met the definition of `loose clothing' is not proven by the weight of the evidence.

"The jacket fit the employee correctly without billowing, the sleeves were cuffed with elastic, the jacket was buttoned
