(1) A nonserious violation of 3261(a)(1) was established. This section required the non-carriage disposal system at the site to conform to 3260. Too few toilets were at the site to comply with 3260(e)(1), but the Presiding Administrative Law Judge noted that even an adequate number at the (agricultural) site would not meet all conditions of 3260.
