"Before commencement of the hearing on the merits, the Division orally moved as follows:
"To amend the citation by converting it to a special order, changing the alleged violation from 8 Cal. Adm. Code 3384 to read `California Labor Code 6401,' for the purpose of `more clearly delineating and citing the deficiency in question.'
