Employee Exposure, None. This appeal was granted, the three nonserious violations alleged were dismissed. Appellant, the owner builder at the site, was not held responsible for exposing a subcontractor's employees to hazards. Appellant had no employees at the site. All work was performed by subcontractors and Appellant was cited as an employer only because of a misunderstanding by the safety engineer as to the contractual relationships present at the site.
