[1] Tractors, Use of Water Ballast---[2] Maintenance and Repair, Machinery Modification [Good Engineering Practices, construed]. This appeal dismissed the alleged nonserious violation of 3328(g), which, at the time of the inspection, provided that:
"(g) Any modification shall be in accordance with good engineering practice."
"Presumably, this subsection refers to modification of `machinery and equipment' mentioned in subsection (a). . . rather than `machinery components' mentioned in subsection (f)."
