Failure to Install Guardrails. This appeal was denied and the proposed civil penalty affirmed.

Appellant, engaged in the restoration of a building, was found in nonserious violation of 8 Cal. Adm. Code 1644(f). That section requires the installation of guardrails on the open sides of a work platform over 7 1/2 feet high. Two of Appellant's carpenters were observed standing on a scaffold 10 feet high.
