Crane, Operation, Loads to be Secure and Balanced---Violations, Serious vs. Nonserious. The Judge affirmed a nonserious violation of 1632(a) together with the associated proposed penalty of $60. He modified an alleged serious violation of 1587.10(c)(2) to nonserious and reduced the $750 penalty proposed to $450 affirmed.
