The appeal was denied and the proposed $85 penalty affirmed.

Scaffolding; No End Rails.

Appellant, a roofing contractor who used scaffolding, was routinely inspected in Sacramento January 19, 1976. The compliance safety engineer saw an employee of the Appellant working on a metal scaffolding platform approximately 16 feet high with no end rails while shingling, in violation of 1644(a)(6). No other safety equipment was in use.
