Maintenance and Repair, Machinery, Lockable Controls, Not Required While Cleaning [3314[b] construed]. This appeal was granted and the alleged serious violation of 3314(b) was dismissed.

3314(b) provides in part:

"Every prime mover or power driven machine equipped with lockable controls or readily adaptable to lockable controls shall be locked or positively sealed in the `off position during repair work and setting-up operations.'" (Emphasis added.)
