Violations, Willful, Failure to Obtain Trenching Permit. The decision of September 7, 1976 (Digest 11,561) was modified to the extent that the violation of 1539, previously held to be "willful/regulatory" is affirmed a regulatory violation only and the civil penalty reduced.
