[1] Vehicle Windshields, 1591[a] Explained---[2] Medical Services and First Aid, Adequately Trained Personnel. Appellant was in serious violation of 1592(c) where an employee was killed by a scraper that accidentally backed into him. The scraper's automatic back-up warning device was not operable. The ALJ found that with reasonable diligence the employer could have known of the violation. A $600 penalty was affirmed.
