The Petitioner alleged that it had been prejudiced by the Administrative Law Judge allowing the Division to amend the citation prior to the hearing. The Appeals Board found that the changes to the citation were insignificant and posed no prejudice to the Petitioner and therefore proper under 8 Cal. Adm. Code 368.
