Scaffolds, Must be Safely Usable to be Required [1637[a] Interpreted]. An employee of Appellant was installing roofing "cleats" (2 x 4s) in horizontal rows on a steeply pitched roof. The cleats were four feet apart, and as the employee worked his way up, he would stand on the lower row of cleats to perform his work. He slipped and fell 12 feet to the roof level below and had to be hospitalized.
