Employee's Independent Act Against Orders. Appellant was in nonserious violation of 8 Cal. Adm. Code 1670(a) where Appellant's welders were working 16 feet above grade without safety belts and lifelines. A penalty of $125 proposed by the Division was found to be reasonable.
