Appellant was found in serious violation of 8 Cal. Adm. Code 1669(a) where employees of Appellant were exposed to a fall of 22 feet from the steel roof girders that they were working on to the concrete floor below. Exposed protruding reinforcing steel presented an additional hazard to the employees in the event of a fall.
