Scaffolding, Tying Off. The decision of the Administrative Law Judge in this matter dated July 12, 1977, was affirmed.

"Section 1644(a)(5) provides that metal scaffolds are to be securely tied to buildings or structures with certain specified materials. This requirement presupposes the existence of a building or structure which itself is of sufficient strength to provide the support envisioned by the safety order.
