"Although there is evidence that Appellant took some steps to cure the problem of poor well water quality, the weight of the evidence supports the conclusion that no purification of the well occurred between the inspection on April 14, 1977, and the reinspection on June 23, 1977. The inspecting engineer was quite clear about his recollection that Mr. Siemer had indicated no purification had occurred as of the date of reinspection on June 23, 1977. Appellant
