Barges, Applicable Safety Orders---8 Cal. Adm. Code 1632 Construed, Not Applicable to Barges. Appellant, engaged in heavy equipment operation on the Sacramento River near Freeport, CA, was not in violation of 1632 where an open hatch on the deck of a barge exposed workers to an eight or nine foot fall into water. The barge was a documented vessel under the jurisdiction of the Coast Guard.
