"Mr. Del Campo testified and presented evidence that the Safety Orders involved in Citation Nos. 3 and 6 had been violated by the Appellant in the past. He testified that there was no evidence in the Division's files that the citations had been abated. He contended that this showed prior knowledge of a violation and nothing was done to abate. This conduct in his opinion constituted willfulness.
