A repeated general violation was affirmed for the Appellant's using seven sanders, not provided with hoods or other enclosures connected to an exhaust system, in performing dry sanding operations. A $40 penalty was affirmed. The ALJ noted that the Appellant, in addition to the above, did not require the use of personal respirators and therefore did not give weight to the Appellant's claim that he did everything "physically possible"
