"A review of the evidence indicates that employees of the Employer were exposed to possible serious hand and finger injury, especially heightened by protruding bolts inside the unguarded patty maker openings. The Division's policies were correctly followed in assessing the $315 proposed civil penalty for the two instances cited, which is therefore affirmed."
