Two serious violations were established of 1646(a) and (b) where employees of the Employer worked upon a freestanding rolling scaffold higher than seven and one-half feet without guardrailing or diagonal bracing and whose height exceeded the minimum base dimension by more than three times. A total proposed penalty of $215 was affirmed.
