An alleged repeated serious violation of 1632(c) was established; the $425 associated proposed penalty was affirmed. Four general violations were established; a $40 penalty was affirmed. Three alleged general and one alleged repeat general violation were set aside where DOSH failed to prove the requisite employee exposure to hazard.
