The April 24, 1981, Decision of the ALJ (Digest 14,439) was reinstated and affirmed. The Employer's appeal from a $4,230 additional penalty was granted to the extent that it was reduced to $1,200. The Employer filed the Petition for Reconsideration and the Division filed an answer to the Petition.
