The Decision of the ALJ dated March 9, 1977 (Digest 11,707) was affirmed. General violations of 1599(b) (flagman warning signs) and 1599(a)(2) (flagman placement) were established and the related penalty of $350 was upheld.

Flagmen, Warning Sign Requirement. 1599(b) requires in part that a warning sign shall be placed ahead of the flagman reading: "Flagman Ahead."
